General
This is the natural sequel to the NOBABIO submission — but with a crucial difference. Where NOBABIO was a RIA (research), CIRCBIO-07 is an IA (Innovation Action). That shifts the expectation from "research into how biomass flows could work" to "deploy a working solution that improves biomass flows." Our consortium and the platform are exactly what an IA is designed for.
- Private Forest Union - Biomass from forestry — the call's core feedstock (Erametsaliit) or A biomass technology provider (pellet, biochar, or bioenergy).
- Local authorities - EE Municipal Association - Bio-waste is a municipal responsibility (Linnade ja valdade liit)
- Waste management partner
Assessment & Proposal
What the Call Actually Wants — And How It Maps
The scope asks proposals to address all of these:
| Scope requirement | Your consortium's fit |
|---|---|
| Study and optimise business models for aggregation, pre-treatment, standardisation, and primary valorisation of under-utilised biomass, including bio-waste | NOBABIO already designed this. Market research firms (RTC, FLO, TUA) are the natural leads. |
| Engage with local governments to create compelling business cases and showcase best practices | The municipal associations (EE, LV, LT) are already in the consortium. |
| Develop new or strengthen existing platforms (at least 5) connecting biomass suppliers and users in urban and rural settings | This is literally what gethelp.network does. The call is asking for exactly your platform. |
| Map and study various types of platforms, potentially including digital marketplaces, that match biomass supply and demand | The platform is a digital marketplace for local exchange. Direct fit. |
| Identify barriers and best practices for biomass platform development | NOBABIO's problem statement already catalogued these barriers. |
| Develop tools and innovative approaches to optimise bio-waste collection, processing, and logistics — exploiting digital solutions for traceability and management | Your mapping engine + logistics modeling + API layer. Direct fit. |
| Multi-actor approach with primary producers, industry, local authorities, research institutions | Your consortium already has this structure. |
The call is asking for a digital platform that connects biomass suppliers and users, maps biomass flows, and facilitates business decisions — at least 5 platforms. That is a description of gethelp.network applied to the biomass sector.
The Five-Platform Requirement — How You Meet It
The project will deploy five interconnected digital platforms serving the Nordic-Baltic biomass ecosystem:
Platform 1 — The Biomass Supply Platform (gethelp.network backbone): geolocated listings of available biomass, connecting suppliers and buyers across urban and rural settings. Already operational, extended for biomass-specific data.
Platform 2 — The Conversion Technology Platform: a curated database of biomass conversion technologies, filterable by readiness level, scale, feedstock compatibility, and economics.
Platform 3 — The Policy Environment Platform: a database of national, regional, and EU regulatory frameworks governing biomass valorisation, including end-of-waste criteria and incentive schemes.
Platform 4 — The Optimization Platform: an AI-driven Monte Carlo simulation engine that identifies optimal conversion pathways for specific locations, feedstock mixes, and policy contexts.
Platform 5 — The Logistics Platform: a transport and seasonality modeling tool that calculates collection, storage, and transport costs, including winter-accessibility constraints.
Each platform is independently usable, serves a distinct user group, and interoperates with the others through a shared API layer. Together they form an integrated decision-support system for biomass valorisation."
The Strategic Insight: This Is The NOBABIO Sequel
Comparison of the two:
| Dimension | NOBABIO (CIRCBIO-09, 2026) | CIRCBIO-07 (2027) |
|---|---|---|
| Type | RIA — research | IA — deployment |
| Central deliverable | Methodology + data platform | Working platforms that match supply and demand |
| Your role | Technical partner (platform as instrument) | Core infrastructure — the platforms ARE the deliverable |
| Lead partner | Practitioner (Prolog) | You could lead, or a practitioner partner leads |
| TRL fit | Above expected (weakness) | Exactly right (strength) |
| Consortium | Already assembled | Same consortium, repositioned |
CIRCBIO-07 is where we take what we built for NOBABIO and submit it to a call that actually wants an operational platform. The NOBABIO proposal described the concept. CIRCBIO-07 asks for the deployment.
If NOBABIO was rejected (or even if it wasn't), CIRCBIO-07 is the strategic next step — you can cite the NOBABIO work as the foundation, and the proposal writes itself from what you already designed.
What We Need to Add to the Consortium
Your NOBABIO consortium is already 80% of the way there. What CIRCBIO-07 needs that NOBABIO didn't emphasize:
Bio-waste specific partners — the call is heavily focused on bio-waste (food losses, food waste, industrial biogenic residues). You may need a waste management partner or a municipality with an active bio-waste program.
Technology providers for aggregation and pre-treatment — the call wants "technological innovations for biomass aggregation, pretreatment, and standardisation." If your proposal focuses on the digital layer, a technology partner for the physical layer strengthens it.
BIOEAST Initiative link — the call explicitly mentions the BIOEAST Initiative (Central and Eastern European bioeconomy network). Your Baltic positioning is a natural fit. Naming this connection strengthens the proposal.
End-of-waste criteria expertise — the call mentions this specifically. A regulatory or policy partner would help.
Possible additions:
A waste management company or municipal waste authority
A biomass technology provider (e.g., a pellet or biochar producer)
A policy/regulatory expert (Estonian University of Life Sciences may cover this)
You already have:
Market research capacity (RTC, FLO, TUA)
Farmer representation (ETK, farmers' unions)
Municipal access (associations of cities and municipalities)
The platform (gethelp.network)
Supply chain expertise (Prolog)
The Regulatory Angle — A Natural Fit
CIRCBIO-07 is explicitly aligned with:
The Waste Framework Directive and Landfill Directive (bio-waste management)
The new EU bioeconomy strategy and its action plan
The Circular Economy Act (upcoming)
The Clean Industrial Deal
The Vision for Agriculture and Food
The EU Platform on Food Losses and Food Waste
This is a policy-rich call. Your proposal can lean into the regulatory angle — "the platforms enable compliance with the Waste Framework Directive's bio-waste separation requirements" — which strengthens the impact argument.
The geographical focus is a strength for you: The call says proposals should "pay particular attention to areas where biomass is neither fully valorised nor utilised to its full potential, such as Central and Eastern Europe, Ukraine and other EU candidate countries."
Your Baltic focus is a direct fit. Estonia, Latvia, and Lithuania are exactly the kind of "under-valorised" regions the call is targeting. This should be explicit in the proposal.
What the Proposal Would Need to Demonstrate
For an IA call, the proposal needs to answer:
What is the platform ecosystem you're deploying? Five interconnected regional biomass marketplaces, sharing one database, each adapted to local conditions.
How does the matching work? Supply side (farmers, foresters, municipalities with bio-waste) listed and geolocated. Demand side (processors, bioenergy producers, bio-based manufacturers) searching by location, type, volume, seasonality.
What are the business models? How do the platforms sustain themselves after the grant ends? Advertising? Transaction fees? Subscription? This is the "bankable" requirement.
How do you measure impact? Tonnes of biomass diverted from landfill, CO₂ avoided, value created, SMEs engaged, platforms operational.
How does it scale? Beyond the five pilot platforms — replicable methodology, open architecture, links to other EU initiatives.
The honest challenge: The call says "develop new or strengthen existing platforms (at least 5)." If gethelp.network is already one platform, the proposal must show how it becomes five, and how each is genuinely distinct. That is a design challenge, not a blocker — but it needs to be addressed clearly.
The Realistic Assessment
Strengths:
IA type matches your TRL 8 platform exactly
The scope describes your platform's function almost line by line
Your NOBABIO consortium is already assembled and proven
The "Central and Eastern Europe" focus is a direct fit for your Baltic positioning
€7M per project, 2 projects funded
The policy alignment (Waste Framework Directive, bioeconomy strategy) is strong
11 months to prepare is generous
You can cite NOBABIO as the conceptual foundation
Weaknesses:
"At least 5 platforms" is a specific requirement that must be credibly addressed
Bio-waste focus is narrower than NOBABIO's broader biomass scope
2 projects funded is competitive
You may need a waste-management or technology partner
The business model for platform sustainability post-grant needs to be clear
Realistic odds: With the NOBABIO consortium repositioned and the five-platform requirement addressed, 25–35%. This is the highest odds of any call we've analyzed — because the call is essentially describing what you already built, and the consortium already exists.
